I just removed 18s from my 96 civ...i want to lower a couple more inches...i have 14 inch steelies on now with brand new tires so i might just get hxs and paint them white with red H...or should i buy 15s or 16s instead?

What size tires do you have?
My recommendation would be to keep the steelies and rock them over the winter, that way they wouldn't go to waste. Grab some 15s or 16s with some low pros like 205/50/15s, 205/45/16s respectively. Don't go TOO "low pro" unless you just want to get your car as low as you can.

I'd go with a bigger wheel. It will keep the chassis further away from the ground and also look more aggressive.
