Do i really need a 02 wide band to tune my car?

no. your tuner can use theirs

yes you are going to need a wideband O2 sensor,or take it to a shop that uses one and have it tuned there. some engines are tuned by measuring brake-specific fuel consumption or exhaust gas temperature, but usually not honda civics.
just by the nature of the question i hope you are taking it to someone to have it tuned.

No, but if you want it to run half way decently and not blow up, I would highly suggest one is used. (AKA: Yes)
